I had no trouble finding any of the Perk Shards, except the one in Haywood. The screenshots unfortunately shows a white dot waymark at the wrong spot, and since the green triangle you used to clearly indicate the locations for all the other shards is a bit hard to see in that shot, it confused me for a bit.
Not sure what Junki is saying about the Badlands 2 shard, tho. I just picked it up right where you said it'd be.
A red circle of where to go to might help. Spent way more time than I should have at many of those above till I sought them out elsewhere and found better guides. (With actual descriptions of where to go/what to look for)
Just use paint or something and put a little marker on the screenshots so people know what to look for.
