If you just do step 7 you will TEMPORARILY fix the bug until you open the game a second time. It's not even guaranteed to work.
If you just do step 11 you may actually fix your error entirely and won't need to do anything else. If the error ever comes back you can just to step 11 again and it should fix the issue
Pred's guide for fixing Issue v1 and v2 is mostly guaranteed to work unless you have Issue v3 where my steps are meant to basically fully convince Steam you have never installed the game on your hard drive.
The error MIGHT (can't confirm) be caused by Steam bugging out when you click the "Download New" option under the Workshop menu in-game. This can be avoided by only using "Visit Workshop" and letting the game perform its automatic scan instead.
Also this isn't a Distance error, it's a Steam error.
1. Do step 11 first. Make sure steam has no cloud data before doing this. You'll no for sure if you have nothing if you use SteamCloudFileManagerLite which you can find here: https://github.com/GMMan/SteamCloudFileManagerLite (It should not display any data when you check for cloud save)
2. Now do steps 1-8. Be sure to empty your recycle bin of Distance files too....just to be 200% sure.
3. DO NOT ENABLE CLOUD SAVE. Start the game and see if you can set new replays/upload new levels. If you can that means you did everything right. Close the game.
4. DO NOT ENABLE CLOUD SAVE. Repeat step 3, if you get the error that means Steam saved something and you gotta do this all over again.
5. If you still have no error, you're probably fine. Note: I have not tried to re-integrate all of my previous data. Try use your old files as little as possible, I don't know which one could bring the error back again.
