Adds a single leader to the game.
Gaius Octavius - Fines provinciae
Cities founded or conquered at least 5 tiles away from your city with palace or provincial palace, receive a provincial palace. Grants an ability to construct courthouses.
Provincial Palace
+1 Culture, +3 Gold, +1 Science, +1 Production, +1 Amenity.
Courthouse
+15% Culture and Gold. Domestic Trade Routes from this city gain +2 Gold. Costs: 130 Production. Requires: Palace or Provincial Palace. Unlocked with: Political Philosophy.
Game version
Mod was created for and tested on the newest available version with all DLC content, see upload/update date respectively.

Nice twist on Civ 2, when courthouse was still a thing(maybe in Civ 3 or 4 too).

I find error in your civ config.sal file

PortraitBackground="LEADER_T_ROOSEVELT_BACKGROUND " has "space" in back of LEADER_T_ROOSEVELT_BACKGROUND

So there is no background image in Gathering Storm Civ selection.
