They sway in the wind, adding to your immersivity of being insane.

Lore: The people of skyrim grew weary that all the grass looked the same after the 5th era. The grass was so dull and overseen that people who walked past them merely collapsed and died to overbaring boredom. The people of skyrim became fearful, that any moment their gaze was upon a strand of usual grass that they too would cease to live. So they all gathered to make a statue. A Statue to give new hope, the statue of Sheogorath. It broke when they made it, stuck in the ground in three ways. Then the voice called "Cheese for everyone!".
After a long pause, the voice called again "Alright, alright, cheese for no-one."
The crowd started to riot after their much needed supply of cheese wheels disappeared. Some were dying of blows to the face, some to arrows, other by boring grass tufts. Seeing his people that just worshipped him were now about to kill themselves out of spite, Sheogorath decided to spruce up the place. He became the grass. When the people in skyrim saw the grass turned into flowering faces of the lord the riot dissipated immediately, and they all went back to their merry chores.
And they lived happily ever after. THE END.
