Horde encampment changes

Description
You can now encamp with 0% movement left like Belisarius and fellas do in The Last Roman.

Basically fixes the only gripe proper I have with vanilla hordes: they're artifically slowed down and for some reason can't encamp after sacking or razing (which is what they did; all the time).

EDIT: Can anyone help me to script an event attach that enforces military access on alliances?
So hordes can do, uh, the horde thing with Romans aka ask to pass through.

Something is overwriting effect_bundles_to_effects_junctions_tables in your loadorder.
The baseline file itself it seems.

Placed it at the top of the load order, started new campaign and checked other mods may have conflicted yet dind't work.

This isn't working still requires 25% movement to encamp

great mod fucking love it. feels like your the Einstein of attila modding. been looking for this thing for years.
