It turns out 13 of the 45 levels can be solved in fewer moves then the par amount.
I wonder what the most optimized solutions for all levels would look like. You found a few optimizations I didn't (e.g. level 45). Conversely, here are a few move counts from the guide which can be beaten:
Level 11: 17 -> 16 moves
Level 29: 48 -> 46
Level 37: 36 -> 35
Level 38: 17 -> 16
