With the placement near the building, you don't have any limitation to transfer power to another building. So if you integrate a free placeable building insida another building like in this case, you have the perfect solution that it doesn't look ugly or unreal or something.
With the same mechanic, I will model a bigger Nuclear Heat- and Power Plant with up to 16 heat connections, but I think for the already much distributed V-320 NPP that are already build, this small heat extraction is very attractive, especially if the plant is near a city and it's far away from any resource (Bitumen, Gas or Coal) for a normal heating plant. The small electric heaters are also nice, but the connection problem with power lines ends up mostly into a big mess.
I was thinking of maybe doing something similar for shops under apartment buildings, as different approach from the mod that proposes independent ground floor and upper floor buildings that can be put one on top of the other
