I would say it depends on what specific version of a game you buy as this one was a key specifically for a beta testing version.
Its true that free DLC is an issue. However, since its free you can potentially find the required files for unlocking that content for download elsewhere.
Thats how I solved a few of those in the past too.
Of course the easiest way for customers, developers and publishers would be if Valve would stop being Valve.
I guess they would need to be pressured into even more regulation before they would lift a finger.
Hell, chances are they might just entirely abandon entire countries. I wouldnt put it past them.
They dont ask how old you are. You pay, you get what you want. The service that every German user deserves on Steam but Valve refuses to provide.
And the ridiculous part is that Steam wont ask whether you are an adult or not when you active those keys on Steam. (2)
They cant confirm whether an account is an adult or not yet continue to give you warnings like that for products you already own.
They also changed Family View in which you can clearly designate accounts as an Adult and yet this still doesnt mean anything.
Anything you dont own that is adult only or where developers/publishers havent filled out the Steam form for gets automatically blocked for German users.
But then you have games that are marked for minors but have Adult DLC, where said DLC just bleeds over into Steams community features.
I have talked to Steam Support about all of this over the past four years and they just continue to lie to your face that they are working finding a solution while making their platform worse for German users every year. (1)
Where can I simply "agree" to seeing Adult Only store pages, please?

It's fuсking ridiculous that grown-up people are treated like toddlers on this platform. Nuh-uh-uh, there's an exposed nipple in this game, you can't play it, even if you're 37 years old. Unless it's Cyberpunk, we'd lose out on too much money if we didn't allow that in entire countries.
