Surprisingly there's no guide on steam for enabling raw mouse input for this 10 year old game so I thought i'd make one and link to the a guide for the same thing for the first game (listed below).

Dead space 2 has negative mouse acceleration.

This is when the distance your cursor/view moves decreases with faster mouse movement.
This is different to regular mouse acceleration where the distance your cursor/view moves increases with faster mouse movement.
Most people prefer raw mouse input due to the predictability in the "feel" of the mouse.

Eg: "C:\Program Files (x86)\Steam\steamapps\common\Dead Space 2"
Done.

Uninstall:
Remove the file dinput8.dll from your main game folder.
Mouse fix for other Dead space games

Dead space 3
Unlike the first 2 games there is no community made fix to remove the negative mouse acceleration in the form of a .dll file for Dead space 3. Yes i've tried adding "control.MouseSmoothing = false" to config files and like others report it doesn't work.

You're going to have to use a controller, put up with the negative mouse acceleration, or simply avoid playing that travesty of a console port.
Editing the config file to set a specific sensitivity
In game the sensitivity can only be changed in whole number increments, eg: 1,2,3
If you want a specific sensitivity like myself we must set custom values eg: 1.175, 12.5

Navigate to

[your user folder]\AppData\Local\EA Games\Dead Space 2\settings.txt

If you cannot find the AppData folder you need to enable showing of hidden files in the Windows Folder options. Or use Win+R and type %localappdata%

Unlike dead space 1 the games settings.txt does not contain entries for deadzone or mouse acceleration.

Open settings.txt with notepad or your favourite text editor and you can fine tune your sensitivity with the value of

"Control.MouseSensitivity = X"
Conclusion
Congrats, enjoy mouse movement as it should have been back in 2011, better late than never. Thanks ♥♥♥♥♥♥ console port!
