Yes. This same bug existed in Failout 76. It took Bethesda over 15 years and massive public backlash to finally "update" one of their "features".

Also if somebody knows how to fix this please tell me. I'm tired of bouncing off of random things in the world because I'm moving 2x-5x as fast as I should be ~75% of the time.
