Also all suns and 1 flower as if you have golden arrows plus quiver bonus, theoretically all the arrows can line up with the suns in places that arrows can't reach flower from and have all the arrows rolls (each hitting twice) hit the flower. But that is stupid and rare so I vote sun and flower too :D
The best deck setup is 24 suns and 1 flower, there is a 1/5 chance the flower doesn't show up but a 4/5 chance having 2 flowers seems good but if you roll 2 flowers you lose one x5 multiplier and the chance of rolling only one drops
Another thing to keep in mind is that with the lucky carrot (3x chance for uncommons,rares,very rares) you only get commons very rarely and with any other buffs to your luck you never get commons so you need to keep in mind how you plan on getting flowers late game.
