For a successful first-strike, ensure the stern of your attacking destroyer is intersecting the bow or just ahead of the bow of the enemy submarine. At this point, drop a single depth charge salvo. More often than not, you'll have to check the sub to make sure you lined up the attack properly, but this should cut down the time once you get it down.
As the US, you don't want to engage any ship going 27+, because frankly they will out run the your torps even if you somehow get into 2000 range. It doesn't happen too much in vanilla, since AI for some reason like to stick MS/AO into their carrier fleet, but in mods like TTE and etc AI will usually go for CA/CL/DD to pair with their CVs.
As Japan, feel free to go ham, their torps are fast and have long range.
Maintaining vision implies perfect conditions where you are attacking an enemy with the luxury of time on your side. It would be very nice to be able to keep view of your target to know if you would like to throw another torp or two there, but not if there are 2-4 escorts steaming towards the origin of the torpedos.
That goes directly into your next paragraph- the strikes you conduct in this game are that exactly most of the time (absolutely necessary due to immediate danger); you need to dive as a defense against enemy escort ships, or relish in the fact you just supported the coral reef with a nice long bit of steel.
