For people confused on why skulls are censored, there is two possible reasons and could be both. First is that mainland chinese are very superstitious and skull/skeletons are an symbol of bad luck, so they are avoided as much as possible to be shown in media. Second is that in order to publish a game in china, the game must pass through the censorship filter and "promoting superstition" is one of the filters. Since the meaning is pretty ambiguous, the game companies may go through self-censorship in order to make their game more likely to pass through the government filter. So its very likely that the censorship came from valve itself as skulls/skeletons are something unpleasant to see for the general chinese public, in my opinion
