@Waigl yes it is published in the pack so we could not specify it easily. We tried to reach out to the creator but unsuccessfully. But at least now if someone has the same problem they will know what to do. :)

Okay, I've found it. It's the flare in the urban asset pack.

There is a very long list of mods there, and this one in particular is quite badly documented. It's really not easy to find.

There is mod included which burns it off and produces pollution :D :)

How are we supposed to deal with not exporting bitumen?

Once your bitumen storage fills up, your refineries will stop producing fuel, and you never use enough bitumen in construction to keep things going after that. The only way I can see this working is if you periodically throw away your stored bitumen...
