[WOTC] Debuff Ruler Reaction Chance

Allows status effects to debuff a ruler unit's reaction chance. By default, Suppression and Disorientation make rulers 20% less likely to perform a Ruler Reaction in response to any action performed by XCOM.

This mod requires Moddable Ruler Turns, which lets users customize ruler reaction chance on a per-ability basis. Any of the Moddable Ruler Turns presets will work, as will custom configurations.

Debuffs can stack. More status effects can be added in this mod's config files. Ideally, XCOM will find Ruler encounters to be a bit more dynamic, and less of a sheer gear/DPS check.
