I have a spawn setup that worked for regular firefight gamemode, but fails in Outpost.

This is the mod kit for a game built on an engine that was built around 2002 - 2004. If you want to make your own game, sure use Unity, Unreal 4, Cry, Leadworks or whatever engine you are used to, the developers of this are using Unreal 4 to make the next Insurgency.
The difference between making a game and a mod are huge, but good luck either way. Source is easy to learn and once you get used to it, the Brush/BSP system is very handy.
With Unity, Unreal4 or even Leadworks you can actualy see and find the models and prefabs
