I'm not describing the entire fight here, but I'd like to bring to your attention gear which will help you beat this boss.

Initially I tried taking is slow, wearing him down from distance with Charge or Surge, and it worked fine until last part of the fight where Hartman regenerates in the dark phase, when he was always healing 100% of the damage I was inflicting on him earlier.

What did the trick and helped me to defeat him easilly was using Spin and coming up close.
Basically when "light" phase starts you run up to him, hit him with Launch ability, unload full mag from Spin, Launch again while you smg is reloading, and then full mag from Spin again, just be close to make sure that every bullet hits!
With a little bit of luck you'll kill hm during a single light phase.

That's it. Worked well for me, and I hope it will also help you.

If you are having trouble stopping him from turning out the lights use a well equipped Grip from a distance or Spin/Shatter up close. Don't bother with Charge or Surge. Explosives barely hurt him and he will be able to continue turning out the lights. When I switched to Grip he wasn't able to do it at all after the first one.

This didn't work. I whacked him with a Launch projectile right as he was doing the stand-up animation before the ground slam that shuts off the lights, and he still shut off the lights! Plus, I burn through all my Energy and end up unable to fight off the adds, or reattach the power cores. Did something get patched or something?

@ Sheriff - that was my initial approach, but in the phase when light was going out he was always healing full HP by the time I was restoring the light - long distance didn't work for me, but I'm glad you took him down easilly that way.

just camp on the roof and throw stuff and shoot him it is an easy fight

Sooo, you can actually see when he's about to turn the light off. If you hit him in the face with a box or debris during that animation, he kinda shrugs it of in annoyance, but doesn't switch off the lights.

I had to look up an guide on youtube to realise it, but yeah; afterwards I did it in one try.
It is as you said. Just walk up and spam as much as you can in that final stage.

it's hardly a spoiler, since from almost the start of the DLC you fight the guy, on a number of occassions, so I think hardly anyone will expect that in the end Hartman comes to senses.
It's a shooter we're playing.
