Cobras are late-game units. Although they are deadly, they are expensive and should not be used in the early game when your enemy is not as deadly as later down the road. In the early game, you are better off focusing on setting up a logistics system. You can buy two engineers to get bases across the map, as well as getting more green berets.
Another note about engineers is that they can detect mines/traps in a 1-hex radius (I think they can minesweep them when entering the hex that contains the mines). Use them in minesweeping operations.
