Normalized Settlement Growth

Description
Modifies the default Settlement Growth rate for all difficulties to find a compromise between the changes made in the Rakarth Update ( https://www.totalwar.com/blog/total-war-warhammer-ii-the-rakarth-update/ ), specifically: "Fixed bug that caused growth requirements for development points to be lower on Very Hard and Legendary difficulties"

Certain races got mangled (Dwarves *cough*) by this change, and in some instances, the game was almost over before you could field fun high-tier units. This felt like a bridge too far, hence the attempt at retaining the attempt to slow things down, but not make growth so dang painful.

Pre-Rakarth Update:

375 (125 x 3)
750 (125 x 6)
1250 (125 x 10)
1875 (125 x 15)

Post-Rakarth Update (All Campaign Difficulties):

200
600 (200 x 3)
1200 (200 x 6)
2000 (200 x 10)
3000 (200 x 15)

With this mod installed (All Campaign Difficulties):
150
450 (150 x 3)
900 (150 x 6)
1500 (150 x 10)
2250 (150 x 15)

Can be safely added/removed in the middle of a campaign!

Should be compatible with most mods, unless they modify the growth rate too.

I don't know what the fuck CA was thinking when they "bugfixed" this. Your slightly slower growth rate should be just the perfect amount. Ok, I'd prefer if T5 was 2000, but that's just my weird symmetry obsession speaking.

I had no idea this was a change they had made. I wondered why dwarfs seemed even slower than ever to build up. Thanks for this!
