Well, I haven't tried "mushrooms are ok" but they shouldn't interact that much with each other. That mod is disbaling the "despice fungus" default option and this mod here is adding variety to the precept itself. I tihnk, if you use idelogy developement +, this mod and that mod you get a nice synergy as ID+ makes quickly picked, static ideos into fluids, mushrooms are ok remove the penalty and fungus precept gives you more options to develope your ideo.

At worst one would overwrite the other (depending on load order, if both defs are named the same).
It could also be that both mods add their options, in that case you'd have both "Tolerated" options available (if the defs are not named the same). Potentially without being able to tell which comes from which mod.
As the author states that its an XML-only mod, I don't see why there'd be any issues aside from the above.
So there should not be anything game breaking - just overwriting or duplication.
