Flavor Pack: Bad Streets

So this city isn't a great place and some areas of it are particularly extra not great. Criminal hideouts outnumber honest businesses, thieves have picked every unsuspecting pocket clean and cannibals have brazenly moved in to take a bit more than pocket change from anyone wandering too close to their territory. Police stations are a rarity and the mayor figures it would be better to just let this place burn down than invest in another fire station that will just get looted by the end of the week. Oh yeah, and there are hookers, because you can't have a GTA-like without hookers. I'm sorry, I don't make the rules.

This pack adds 100 new chunks themed around... well, crime. Specifically it replaces a lot of various chunk types with hideouts, drug dens, thieves guilds, punk hangouts and other poorly maintained structures that will make property values plummet. About a third of the pack is devoted to putting buildings in the generic dead end, corner, wall and tunnel slots which is a subtle change that will both increase building density in the earlier districts as well as create some interesting new layouts that wouldn't otherwise be possible without risking softlocks.

Mix it with other flavor packs to create a new narrative, like maybe the seedy hive of criminal scum is down in the forgotten tunnels where ancient cults dwell, or use it by itself to really increase your odds of being robbed and murdered.
