Have no fear, I'm thinking about adding this to my monuments but I'm waiting till it's in a stable version to avoid any possible issues for those, who don't use beta.

Hi, are you aware that monuments have become in demand in order to increase loyalty, look at the original monuments, they give loyalty and reach. Just add this entry to the file and your mod will give you loyalty too !!!
$ MONUMENT_GOVERNMENT_LOYALTY_RADIUS ... (include your numbers)
$ MONUMENT_GOVERNMENT_LOYALTY_STRENGTH ... (include numbers)

The harbor... I see! Actually, the first idea was not the wall but just a column but then it was reminding a ship wheel too much. :D
