The BEST possible build for all game difficulties

It's a super simple guide for making sure you're completely unbeatable in literally any fight whatsoever, to the point that it's unfair and somewhat boring.

Step 1: The Build
So, you want to have a hilariously one-sided fight against any enemy in the game, right? Legate Lanius? Rawr? Legendary Bloatfly? Gigantic robo-scorpion? All are pansies for a simple reason: according to New Vegas, they all have muscles with a functioning nervous system, and thus can be TASERED

So, your S.P.E.C.I.A.L needs to look something like this

S- Doesn't matter
P- Doesn't Matter
E- Doesn't Matter
C- Doesn't Matter
I- Doesn't Matter
A- Doesn't Matter, but in italics
L- 10, full send. THIS IS THE MOST IMPORTANT STAT


Your tag skills also don't matter. I would recommend melee or unarmed since the melee combat is objectively the strongest form of combat in the game thanks to the DT-ignoring weapons that populate those categories of weapons, but honestly it doesn't matter.

Perks would be Laser Commander for the bonus crit chance and Finesse for...mostly the same reason. there's some others but I can't rememeber them

Lastly, your traits: Wild Wasteland. That's it. Not for any good reason, but because I like it.
Step 2: The Equipment
The only gun you'll need is the holy artifact of crowd control, the ace-up-your-sleeve of abusing game mechanics: THE ALMIGHTY COMPLIANCE REGULATOR

Found in Honest Hearts, inside a cave called the Fallen Rock Cave on a workbench, this single gun doesn't do much damage. In fact, it barely does any at all. It does, however, do one important trick, and that is stunning opponents for a few seconds when hit with a critical shot. They will fall over frozen and be unable to move, so you can shoot or beat them to death without fear of reprisal attacks.

As for armor, 1st Recon Beret, Lucky Shades, and Elite Riot armor, for the bonus crit chance and also because they all look cool.
Step 3: How to Use
This build is braindead easy, it only has 3 moving parts.

Step 1: Spam the Compliance Regulator until the enemy or enemies are stunned and helpless
Step 2: Take out your preferred weapon for handling the enemy
Step 3: KILL

Repeat for all hard fights until you're bored or reach the credits.

Q1: If you run out of one of the most plentiful ammo types, there's no helping you
Q2: Honestly, with a crit build any weapon becomes viable. I'm a big fan of going melee/unarmed because it's broken with how good some weapons are, and taking copious amounts of turbo and buffout to survive fights

Question: What happens when you run out of ammo for the Compliance Regulator?

Secondary Question: How do you survive/fight long enough to reach the Fallen Rock Cave and acquire the Compliance Regulator in the first place?
