Introduction & Basics
In order to get the Fibber achievement, you will need to tell 10 unique lies. I believe those lies need to be on one save file, and I don't think bluffs count.

This guide is not recommended for anyone who hasn't already completed the game, as it contains spoilers to various quests; however, those spoilers will be kept light. NPC prompts will be either hidden by spoiler text, or truncated. Where necessary, the conditions needed to start conversations will be kept vague enough to avoid spoiling solutions to quests; however, some of these lies only crop up when solving a quest, so they are unavoidable. This guide also does not include the several lies you can tell to end-game characters.

There are three lies listed which you can get permanently locked out of being able to say, based upon the decisions you make in a save file. If you want to tell them, you may need to start a new save file; however, doing so is unnecessary for getting the Fibber achievement, as there are ten unrestricted lies (lies which you can't get locked out of) listed in this guide.

Lies are categorized by which character you tell them to, and those characters are ordered alphabetically.

As always, this guide is dedicated to every jackass who thinks that a youtube link is an acceptable substitute for a text guide.
Format
The dialog trees that lead to a lie are presented like this

The name of the character you tell the lie to
Conditions: Any conditions that need to be met in order for the correct prompts and responses to appear. Unless noted otherwise, assume the Golden Rule needs to not have been broken in the current run, and the conversation probably needs to happen pre-election. If a character refuses to speak to you, it may be because you chose a dialog option that angered them, in which case you will need to try again next run.
NPC Prompt
Player Response
A truncated version of the thing the character says to lead to a multiple-choice prompt. These boxes will not include prompts and responses with only a single choice.
The full text of a player response.
If multiple steps are needed to get to the lie, they will be broken into multiple rows like this.
As in the game, the lie that will progress this achievement will be followed by parenthesis and "Lie". There may be multiple lies in a single branch of dialog, such as with Sentius.
Restricted Lies
These lies have conditions on them that make it so you can be prevented from telling them again on later runs. These lies are sorted by the approximate order in which you will encounter these characters.

Galerius
Conditions: First conversation on a save
NPC Prompt
Player Response
...what you were doing in the Shrine of Proserpina?
I'm [Player Name], and I got lost. (Lie)

Sentius
Conditions: Have not confronted Sentius about his secret on any run. Have spoken to Sentius at least once during this run. Note that this conversation can also be held during your first conversation with him on a save; however, it takes less steps to get it during any other conversation.
NPC Prompt
Player Response
Do you have any news about your investigation?
I was hoping to ask you some questions about my investigation...
Ask then.
What did you mean when you said Proserpina sent me?
You don't belong in our time, do you?
Uh, yes I do. (Lie)
Of this city?
I didn't see anything. (Lie)

Claudia
Conditions: Obtained wine, and spoken to Malleolus about Quinctius, and have not given Claudia wine on any previous run.
NPC Prompt
Player Response
You're not supposed to be in here!
Can we talk?
Talk? What business could you possibly have with me?
Why are you locked in this room?
My marital affairs are no concern of yours, thank you very much!
How would you like some help getting back at Malleolus?
Hmm... perhaps you're not as silly as those clothes make you look. What makes you say that?
Just a hunch. I was hoping we could figure out his true identity together...
But... wait a minute... why exactly are you helping me?
[Response #2 depends on your chosen gender, and is the correct response in either case.]
But first, I need you to do something for me.
What do you want?
Oh don't look at me like that! I know this must be hard for you to wrap your sweet little pleb head around, so... what do you need me to spell out?
Actually, I don't have any questions.
So you'll help me?
I have some wine right here.
Give me that immediately! Nobody else must know!
Sure, you can have it. Nobody else will ever know. (Lie)
Lies
Assassin
Conditions: None. Note that unless you have personally prevented Fabia from making a fatal mistake, this line of conversation will lead to the Golden Rule being broken.
NPC Prompt
Player Response
Stop right there. I'm looking for Tiberius Quinctius Crispus, otherwise known as Quinctius. Do you know where he is?
I don't know a "Quinctius."
Is that understood?
Got it.
Now tell me, who are you people, and what is this place?
[Any response]
I was told Quinctius was a cultist, but I never thought he'd be foolish enough to lead me right to the heart of his mystery cult!
[Any response]
You say that, but if you're not a cult, then why go to such great lengths to keep this place a secret?
[Any response]
So you admit you're not allowed to leave?
We can leave if we want. (Lie)
And I saw the inscription saying "The many shall suffer for the sins of the one".I take it this is some kind of mantra you all believe?
No. (Lie)

Conditions: Prevented Fabia from making a fatal mistake. Note that this line of conversation is mutually exclusive with the previous one, so they will need to be done on separate runs. It is possible to get this lie in the previous line of conversation, but for the sake of simplicity I've kept it separate.
NPC Prompt
Player Response
Stop right there. I'm looking for Tiberius Quinctius Crispus, otherwise known as Quinctius. Do you know where he is?
Yes. I saw him worshipping in a small round shrine just inside the city. Second building on your left. (Lie)

Fabia
Conditions: Personally prevented Fabia from making a fatal mistake, and dealt with the Assassin without breaking the Golden Rule
NPC Prompt
Player Response
I... I do have a question though... that shrine - the one I was going to hide in - did you... know it was going to collapse?
No. (Lie)

Galerius
Conditions: You have talked to Galerius at least once during the current run, and he doesn't need to talk to you about running errands.
NPC Prompt
Player Response
Now, what's on your mind?
What's your story?
Well, it's a long one, and kind of sad, but I don't mind telling it...
I have time.
My home was reduced to ash, my sisters... dead. And they left me alive to see what they'd done. It still burns whenever I think about it.
I'm sorry to hear that.
The next thing I knew, some stranger was dragging me out of a river. Stumbled across this place, and... I started my life over again.
I'm glad things worked out in the end.
Uh... forget I said that last part, will you? I get... carried away sometimes.
Sure. (Lie)

Conditions: Told Galerius to urgently complete a task for you, and Galerius completed that task.
NPC Prompt
Player Response
How is it possible that you've just arrived here, and you already know everyone, and exactly what's about to happen to them?
Just a lucky guess. (Lie)

Lucretia
Conditions: Obtained silphium resin, and Iulia is not dead, and Iulia has not been rescued in this run.
NPC Prompt
Player Response
She needs the resin of a plant called silphium, but that culus cumulates Desius won't give it to me!
I have silphium resin. Here, take a little.
That was extraordinary! How did you know she needed this exact thing, and at this exact moment? Are you some kind of Oracle?!
I heard she got sick earlier, and went to find medicine. (Lie)

Malleolus
Conditions: Seen the evidence proving Malleolus' true identity.
NPC Prompt
Player Response
[Greeting differs based on how you entered his villa.]
I want you to withdraw from the election.
Why would I withdraw from an election I'm bound to win?
Because I know you're Quinctius. Your wife gave me your love letter. And Nero wants you dead.
I suppose that makes you... what? One of Nero's assassins?
The Emperor sends his regards. (Lie)

Ulpius
Conditions: Have spoken to Ulpius at least once on a previous run. Saved Iulia this run. Currently holding at least 2000 denarii. Have not blackmailed Malleolus. Note that the first two prompts are spoken by Octavia.
NPC Prompt
Player Response
Help him... If he goes through with it, it could be the end for us all! I don't know what to do... I've never had to deal with this sort of thing! Please, you need to talk to him!
Alright, I'll talk to him.
Thank you! And please... choose your words carefully!
Is this what Sentilla would want?
If I backed out now, I'd be betraying her... I can't do that.
[Any response]
Unless you happen to have two thousand denarii.
Um... no. (Lie)
Closing
I hope this guide helped. Let me know if you've found any other lies in the game, and I'll be happy to add them and credit you for them. I just ask that you try to avoid outright spoilers in the comments.

I now realise in several loops, I've told only a single lie, which was the only way to get the assassin killed.

I was going to rate up your guide just for the thumbnail, but steam won't let me because I don't own that game.
