Step I
go into settings and in keyboard, go to advanced. There, click "Enable Developer Console".

Step II
At any time, Press ~ on your keyboard. It should come up with the Developer Console. There, you can input many commands and do interesting things on it.

Step III
Type "sv_cheats 1" and press enter. You have just turned on cheats. Enter the cheats you want to turn on from here.

2 useful cheats are "Impulse 101", which allow you to get all weapons with full ammo, and "Noclip", which allow you to get all weapons with full ammo, and allows you to fly through walls.
