StarFox Charging Blaster

Description
Adds the charging Blaster from Star Fox Assault with 3 charging levels just like in the original game.
The first weapon level can be crafted in the vanilla Forge. tier 5-10 can be crafted in the Accelerator.

If someone has the original sound effects from the game I'd be happy to include them over the defaults.

I have the sound effects. I haven't figured out how to get them out of the SFA disc image, but they're in there somewhere!
