Upgradeable Galleon Graveyard

Description
Galleon Graveyard is now upgradeable for all races, also it gives bonus to sea attrition per level.

(This is my first mod and it's still a WIP, I want to upgrade garrison as with any other city and add more building slot)

thanks for the mod . it works with sfo and 250 more mods ( including mixus,ovn etc)

I hope it works with SFO out of the box, but I didn't test it, if you are using both, tell me if it works.
