To add onto what Polus said, if you're playing Germany, you can do triangles or diamonds of Commercial Hubs and then Hansas on the edges followed by various dams and aqueducts to get insane production (and if you put the dams in the right spot with a diamond, you can get double value from it)

I think you are missing the entertainment complex / water park gives +2 adjacency to the theater square. You have them on the right side which makes it look like they only give +1

A little something that you could add in the triangle city method. Move the Industrial Zone closer to the City Center for an Aqueduct if you get the chance or you need one. In some cases if you are lucky do it with a combo with a Dam. They will add to the district adyacency bonus and get a power up in developing all the districts near the government plaza with the industrial zone providing production to the nearby cities :)
