This bug appears if you change and play another country in your saved game. Or if you use the console command (for example to give to the AI the control of your country). :steamsad:

Ok, I reported this pop up bug to Paradox. I have just tested a vanilla game and I experienced this bug too. I searched for previous reports on the same bugs, and some players also have it (sometimes for a long time). I remember now tha I had this bug last spring with my friend, during a multiplayer game, and I thought it came from the mod or the multiplayer. By the way, please check the "events and decisions" tab in game. Top bar of that got three boxes that needs to be checked to have both events and news popups showing.
