Seems NexusMods randomly changed their URL formatting.

That screenshot is taken from "gb03" and zoomed in and cropped to the right side of the opening shot.
Ignore the blue light on Venkman's face, it's just an extremely slight timing difference on the screenshots, causing the Ecto-1's flashing light to be on his face at that moment.
They're unmodified? So the teal in the pre-rendered video files was in the original as well?
In-engine cutscenes usually refers to something being played out live in-engine (since the game does this too). I didn't realize you were still talking about pre-rendered video files and just talking about the differences between the two different types.
Anyways, tl;dr: The reason for not including the gb01-gb12 is because they are unmodified between the original and remastered release, and the latter has less video compression.

The original release of the game only used .ogv files. The re-release uses both .ogv and .mp4. The game falls back on the other format if it can't find what it's looking for.
You only need one set of files. Regardless, the game should attempt to load the modded files first.

You've got this back to front. The files in the mod replace the pre-rendered video file cutscenes. It's not possible to replace the in-engine cutscenes.
The files in this mod are the official, original pre-rendered files from the 2009 release of the game, with the original color grading, thus removing the new blue filter.
