1.Right Click On Metal Gear Solid V in Library - - > Properties - - > At Launch Option Bar Add This

(-high -noforcemspd -nod3d9ex -nojoy -high -threads x -nosteamcontroller)

Don't add (-nosteamcontroller and -nojoy) If U Using Controller

at Threads (x) Mean Replace to Your CPU Core

Second Solution

2.Open Settings - - > Graphics Option - - > Set Everything To Lowest - - > Set To Borderless Fullscreen And Set The Resolution To 1024 x 576

And U Are Done

Now Your FPS Should Increase 10 - 15 FPS

2nd option harms the graphics :^). I always look at these to see what people set as solutions, when they say "with out harming graphics" cuz that part is always a lie. I mean if the first part works it isnt a lie, but the 2nd part its a lie.

What a lame guide.

Dude with zero knownledge, copy&pasted CSGO commands.
Added solution 2 which has the most obvious way to increase performance, aka put all on LOW.

Steam guides must get some "Quality Control" too many of them are trash.

I am happy that Origin/Ubi/EGS don't have forums and guides, too much trolls, spam and trash posts.
