Archive Cult

Description
Credit to YT User 'Sherlock Eco' for coming up with the civic.

Adds a new civic to the game called 'Archive Cult'. Basically materialist spiritualism. It unlocks a planetary unique building that gives 6 Priest jobs, 10% extra planet research and makes every research building provide priest jobs. Priests also produce some research (1 of each).
However, you can not build regular temples.

Also you should get an archive building when you start the game

Btw it was designed so you can't build temples. I guess I could make a separate version where you can build temples

@Scorpie_117_kob It's likely the new update. The last time I looked at it was with version 3.2

I am unsure what exactly is going on, but with maybe the new update stuff is messing with it, but i could not build Research buildings or Temples... and it allowed me to make more Archives, but when i did, it destroyed the old archive and kept the new one... Although i am playing with other mods. If you want i can shoot you a list of those mods.

the civic doesn't give archive when the game started.

Line 30~33 causing resource waste, could've replaced it with "base_cap_amount = 1"
