Navigate to Options/Controls

Select Controller, then Edit Device.

Select Steer Left/Right, then Edit

By Default it's set to 20%, now change to desired deadzone (0-3%).

Thank you! Didn't know this setting exists, so as usual I removed the 20% deadzone from Steam Controller layout editor by setting an anti-deadzone. This is much better because with the other method you have to guess how much input you need to cover.
