Ok so the first thing you need to do is enable the console in the options, The console key by default is the " ` " key and enter this line in the console " Bind "KEY" thirdpersonshoulder " The key is what ever you wish to you, That is your bind key and your toggle key in game, You can unbind the key anytime by typing " unbind " key " in the console , Ok so when you have entered " Bind "KEY" thirdpersonshoulder " in the console you can now add these lines in :

c_thirdpersonshoulderoffset 8
c_thirdpersonshoulderaimdist 720 ( use 820 if you want it zoomed out a little more, i do )
c_thirdpersonshoulderdist 40
c_thirdpersonshoulderheight 8
cam_ideallag 0

Also pressing number keys 7,8,9 will select camera view height in game, I found 9 was best, Base height

Press the " KEY " you have added to switch between views anytime in game, The accuracy still applies with crouching increasing accuracy with uzi's etc. And that is it, A simple tweak guide with settings i use in game from 2 lots of settings i made into a hybrid setup, Hope this helps, Works well for me.
