Look for a blue or white cloud icon on the lower right hand side of the Taskbar, where the Steam icon is. click on it once, go to Settings in the OneDrive context menu, then the Account tab, then Choose Folders.
Under Choose Folders, Uncheck Documents and maybe also the Desktop folder location, and apply these changes.
Let us start with ruling out Windows Security's Controlled Folder Access.
From the Start Menu or program list, scroll all the way down to the Windows Security listing and click on it to open.
Inside Windows Security, Click on Virus & Threat Protection.
Inside Virus & Threat Protection, click on the link under Ransomware Protection. Is Controlled Folder Access turned on?
Common conflicts include OneDrive being set to back up and synchronize the Documents folder, and Windows Security's Ransomware Protection in the form of Controlled Folder Access being turned on.
For OneDrive, it must be set to never back up nor synchronize the Documents folder at all, and for Windows Security, either whitelist the game under CFA's Block History, or turn off Controlled Folder Access entirely.
