By default the install button is active in steam library of steam linux client. The installation seem to take place but produces empty folder only and the game is not able to start. You need to activate steam play with custom version in the properties of the game to be able to install the windows version and run it with Proton.

How to reproduce the issue
  1. In steam linux client go to library, search for Randal's Monday and press install.
  2. Press play after installation.
  3. You will be rewarded with an error complaining about missing executable (Randal.exe).
Workaround the issue
  1. Open properties of the game by right clicking the gear symbol and choosing properties.
  2. Switch to Compatibility area, activate custom compatibility tool for steam play and choose a recent proton version.
  3. Close the window and install it. The game should install properly now.
Root cause of the issue
Contacting the steam support revealed that there are empty depots with linux target for that game in steamdb[steamdb.info].
The steam support stated that only the official game support would be able to solve this issue. I contacted support@daedalic.de on 3th of Junein 2022. Hopefully there will be a fix for that issue in the near future.

I suspect the cause is the apostrophe in the title: "Randal's ... "
Linux command line uses these apostrophe a lot for special purposes which windows doesn't.
The steam client don't escape them properly, hence why there's files missing.
