You are meant to play around with it (Like a rubrics cube) and try to move the symbols around to match the doors symbol positions.
This guide is meant to help get passed puzzles that you are stuck on.
If you are still confused than please clarify what level you are having an issue with (each are listed on the right of the page in the "Guide Index") and what part of the puzzle you are having issues with.
1) Signal Strength is relative to the "Underwater" level, and the puzzle there is broken (Unless it was fixed in a recent update) since the audio coming from the satellite didn't match to what the answer was, so that had to be brute forced.
In the "Ocean" level you have to charge the four different colored batteries and pop them in a certain order (Blue, Orange, Green, Red in picture shown above in section "5 Ocean")
2) When you say "Gate (Plant level), Plate level" this is very confusing as there is no level named "Gate" but there is a "Plate" and "Plant" level.
If you are referring to the "Plate" level each persons order of plates to be stepped on are on the written on the walls, going in order from left to right starting at the symbol above the entrance. You must work together to get through this puzzle still though since room A's symbols are the answers for room B, and vice versa.
