Go to her and say "HEY I'M TRYING TO HOST A SERVER IN BR LEMME PLAY STEAM!!!"

Or, of course, start screaming at her in Russian, it doesn't really matter what you're saying, just scream in Russian: "ЭЙ, Я ПЫТАЮСЬ ИГРАТЬ В ИГРУ, ПОЭТОМУ ДАЙТЕ МЕНЯ В STEAM ПРЯМО СЕЙЧАС!!!"
Threaten to Disconnect Her
You have the power to do it, so if you just say "I have the power to disconnect you so I can play!!!" She might give up, but don't get your hopes up.

In other words, she's probably gonna threaten right back with "I'm gonna tell someone"
Tell Her to Make a New Account and Set it as Family to Your Account
This should work, unless she's lazy, because depending on what game she's playing, her progress can be kept. For example, my sister was play Geometry Dash, and the progress is stored in her RobTob account instead of her Steam account.
Give Up
If she doesn't comply by now, just give up and wait.
