Less defeated factions & no client states needed for victory conditions

Description
The sassanids no longer require client states to achieve any of their victories.
The maximum number of defeated factions needed is 10 for all factions.

This mod changes the startpos file

Could you make a version for the alans and Aksum? I don't want to hold Transcaspia as an Ethiopian country to win beyond basic victory conditions, or have an empire from France to Armenia with the Alans. Good work otherwise.
