Rly's Rehab and Detention Center

Description
So, here's my attempt on a working prison based on separated wings.

basic information:
- separated into wings of 200 prisoners which are split into 2 blocks of different security levels (to prevent the AI from wandering off too much)
- currently holds 400 prisoners (max. and normal security)
- 2 wing variants: reform centric (no suppression) and punishment centric (full suppression)
- "luxury cells"
- no contraband in the cell blocks thanks to a rather excessive amount of dogs and metal detectors
- no incidicents
- no freetime
- no warning level

While it's not really a polished prison I felt others might still take this as a starting ground to take ideas from.
The basic idea was to have a punishment area to bootcamp new prisoners and then once they got their basic punishment and their addictions have been taken care of move them over to the reform one where they could be reshaped to actually be able to start a new life once released.

Unfortunately this turned out to be near-impossible given the little tools you have to micromanage prisoners, however it still makes up as a nice playground to see how certain aspects of the game play together - e.g. that almost no prisoner will even attempt the kitchen safety introduction in the suppression centric wing.

PS:
If you're looking for more cash flow you can fire most of the staff and cancel a bunch of reform programs. Especially guard dogs eat up a whole part of the budget and their only purpose is to keep the prison drug free to aid curing addictions which isn't strictly necessary but helps improve reform chances.

- go ingame to extras -> prison sharing
- select the prison
