Today YouTube recommended both Aspec's videos on the rarest events in Stellaris and turns out, not only did I get this without starting on a desert planet which is usually required to get a chance at it, but it's also the rarest event, out of every even... Guess I can't enter the lottery.
Btw, I'm playing in vanilla Ironman Mode so it wasn't re-rolled
