Slow expansion

Description
Increase some base influence costs for both the AI and the player. Slows down expansion considerably.

- Starbase base cost 75 -> 225
- Starbase cost added per hyperlane jump away +75 -> +150
- Claim base cost 50 -> 100
- Claim cost added for upgraded starbase +25 -> +50
- Claim cost added for colonized system +25 -> +50
- Claim cost added per hyperlane jump away +25 -> +50

It works well for me, completely changes the game, makes the early game slower and even more meaningful, makes the game a bit harder, in a good way

This mod still works, for anyone wondering.

I recommend adjusting values in the 'smse_defines' document as desired. I personally prefer lowering the 'cost added per hyperspace jump' to allow for advanced colonies.

For some reason I have similar experience as nexusphere, I claim 2-3 systems and encounter empires few times larger than me, sure this mod is working ?

@Nexusphere It (was) working for me, sometimes the AI will take traditions like expansion, have fanatic xenophobe, and/or have an origin that cuts the percentage of cost down considerably. Like the Slingshot one.

Editing the define file has been working fine for me. Love this mod!

I'm not entirely sure this is working for the AI. They seem to expand as normal and by the time I contact them, having claimed 2 systems, they have 9 or 10. I was running authortarians, and getting +5 or so influence a turn.

@In a Haze you can open the mod files and edit it. It's just one define file although it might be better to make a custom mod (by copying the files into a new mod and then editing) that way if its updated you changes are not undone.

@In a Haze, depends on what you mean by easily. The code for this mod is available publicly on my GitHub, you can change the values in https://github.com/Tenemo/stellaris-mod-slow-play/blob/master/common/defines/smse_defines.txt super easy, but then you need to load the edited mod instead of the workshop one.
