That sounds like a unit caps issue, which this mod does not touch. You will likely encounter similar issues when recruiting Tomb Kings units. This mod does not alter unit limits as that can be a serious balancing concern, which different people will likely have very strong feelings about.
It allows you to recruit units that are available to them from their current recruitment pool (based on what buildings they have). The base game limits this quite severely for some factions

Yes, though you'll want to use a unit caps mod to get expected behavior. I don't include that here to avoid mod conflicts
As in the base game, you can recruit units from a faction you have an outpost with if that faction builds the recruitment structure associated with that unit. What this mod does is remove restrictions that would otherwise prevent you from recruiting units outside of the most basic units. It will not work on mod units as they are not in the table I have added, but a mod like this is trivial to imitate or extend as needed
