Updated IGE to 1.37 with some of my own artistic interpretations

Original mod not needed and should be removed!

except of the indig - admin policy being there twice, this is presumably because I simply replaced all mentions of the old native idea group with the new one, and forgot to remove either the policy which paradox added or the one which the original mod had. But since it doesn't break anything it also doesn't matter that much. Though I could change it if its deemed important enough.

you got policy for indigenous - admin twice. Could you please look over them all again? I noticed that dev cost from eco-defensive is removed

I don't think theres enough to do with special troops to justify a whole new idea group.

I won't cause any Issues per se but anything that this mod edits, wont be affected by Xorme.
