Report a translation problem
If it's only for your personal use, you should be able to simply replace the contents of the two CSV files with street prefixes and suffixes, which you'll find in the mod's folder. It would best to first create a local copy of the mod and edit that copy, instead of the subscribed copy, to make sure Steam doesn't overwrite your edited files at some point in the future.
If you were looking to publish it as a mod on the Workshop, it would be a bit more work. There is a link to the GitHub repo in the description above, which you could base it off (in addition to the CSV files, you'd need to change things like the mod name etc.). Then you'd need to recompile it, which if you haven't done any modding in CS before, or programming in general, may be a challenge. It's been a couple years since I've last done any modding, so can't remember exactly how to set it up, but I do remember there are some tutorials for this online.
