@eric30 Have you checked that you don't heve the level overhaul? It changes the music to be dynamic so if you want to change the music into you have to modify the files in the level overhaul.

It is to tell you that this mod doesn't work. I have created some music mods for myself and I was unable to modify the file "bms -qe1" even with multiple tries. It is the same for you. You will need to find another way, because it is the only place that seems to be impossible to modify the music.
