After entering thw war with Aenum Republic, Consolidation immediately began regrouping its fleets to resist the invading forces of the aggressor. Existing patrol ships, which for the most part consisted of Serene-class ships, became attached to the defensive groups as a fire support force due to their combat power. Fearing an increase in pirate activity in their territory due to the resulting patrol shortage, Outer Planets Consolidation ordered the production of Bloodhound class ships - small patrol ships capable of operating in gravity and using the latest weapons technologies. And while Ontosh shipyards were mass-producing Defiant and Serene class ships and setting up production of Deliverance battle cruisers, the Core Worlds-based Exo Mining Rigs shipyards, the main manufacturer of Consolidation ships, began assembling the first Bloodhound series.

Designed with minimal crew and the ability to patrol not only outer space but also the atmosphere of the planets, the first generation Bloodhound ships are equipped with powerful CET guns, which in itself is a problem for lawbreakers. Using hydrogen engines and its small size, the ship's rapid acceleration and deceleration leaves no chance as it becomes virtually impossible to outrun its pursuers.

Following the successful tests, the Consolidation Council became interested in continuing engineering developments that could lead to the ship being re-equipped to carry more offensive weapons, as well as equipping it with externally available weapons to begin supplying the ships to other organizations and thereby supporting the Consolidation economy in times of war.
