I had the problem that no matter what graphic options I choose, my FPS were around 55-57, which is quite strange.
Also I noticed that in the cutscenes, also in the opening trailer, the game was stuttering. Later on I realised the stuttering is ingame the same.

I was reading some guides and tried to change graphic settings in NVIDIA Control panel + adjusting some editor files in the game directory, but nothing helped.

Yesterday I found the solution... FF13 is always checking for a Controller and that leads to the permanent stuttering.

---> Grab a USB Controller, plug it in and you will realise that all your problems are gone.
I play on 4k now with stable 60 FPS.
