Intro
Trying to figure out Confession & Marriage in this game is an absolutely horrendous affair. I have followed every guide, including the previous one posted here, and none of them worked. After much trial and error, cold tear-filled showers, and long dark nights in the corner of my closet I finally figured it out.

Here is my Reddit version.
Confession
There are a few requirements just even to start confessing with a minimal chance of failure:

  • There is a 7 hearts (FP) minimum. Don't bother doing it at 7 as the chance for success is just so beyond low. Wait for 10 or higher as I was around 30 before finally being accepted so keep that in mind.
  • You must complete all 3 of the "Main Character" Side events[www.neoseeker.com]. So for example Priscilla requires Gathering Mushrooms, Unnamed Event (Priscilla), & Like a Princess completed.
  • You must complete all available "Side Character" Events[www.neoseeker.com]. That means all side character events up to the point of where you are in the story. Why? Because when you finish an event it pops up in your event panel. But there's nothing there right? Well, visually there's nothing. You have to sleep to see if there's something. All quests include: Julian vs Hina, Darroch's Younger Days, A New Specialty, Emergency Security Detail, Under New Management, A Sisterly Squabble, Critical Thinking Skills, Time for a Checkup, A Part-Time Job (Unlisted), A Day in the Life of Heinz, A Worthy Rival, Whodunit?, Joint Training Exercise, Great Detective Terry, Who's the King?, & Pajama Party: Seeing a New Side/Everyone's Pajamas/Your Ideal Proposal/Role Models/Rule of Cool/Much Ado About Love/Flavors of Love.
  • (* is Unconfirmed) You must confess on a day that is not a holiday *, a Player/Simone hosted event (Day Of), their birthday *, or any active side event/quest.
  • (Unconfirmed) You might need to complete all available "Main Character" Side Events[www.neoseeker.com]. I say might because the game may or may not have an issue with them simply existing. I personally just did every side event simply to make absolutely sure that there were zero excuses for a rejection.
  • (TIP) Save before Confessing. Reload if you fail.
Marriage
Once again there are some requirements for putting a ring on that finger. In real life, we just ask and get a yes or no. In this game, you have to beat the elite four, beat every boss in the Dark Souls franchise, & craft a ring since going to your local Walmart and buying a $5 ring pop just isn't enough.

  • All marriage candidates (both males & females; the men are easier than the women and by easier I mean they all unlock in Act 1(?) while females require a small portion of Act 2) must be unlocked. You'll have to progress somewhere into Act 2 to get them all.
  • The individual you want to marry must have at least 10 hearts (10 FP). However, if you're like me you probably hit that requirement 10 times over just on the Confession part.
  • You must have dated them at least 3 times. Dating, however, has requirements as well.
  • You can not go on a date while you are (* is Unconfirmed) on a day that is a holiday *, a Player/Simone hosted event (Day Of), their birthday *, or any active side event/quest.
  • While there is a Side Event going on (both Main Character & Side Character).
  • Have not successfully confessed to the person in question.
  • Successfully completed the final Romance Side Event. For example, Priscilla's is Letter Spotted![www.neoseeker.com]
  • (How to get the Marriage Job) Wait for the Marriage Job to pop up on the request board and complete it by purchasing a Double Bed[game8.co] & crafting an Engagement Ring[therunefactory.fandom.com].
  • (TIP) Save before. Reload if you fail.
Tips
  • You can not Confess more than one time in a single heart level. If you failed on level 10, you have to level to 11. This is why you do the Save & Reload method to avoid such issues.
  • It's best to do every side event (both Main & Side Character events) before attempting confessions/dating/marriage.
  • It's best to get to level 10 heart when you're doing Confessions. The minimum has a high chance for failure and it really isn't that hard to level up your heart on someone.
  • If you want to marry someone early then stop doing the main quest after you unlock the last marriage candidate in Act 2.
  • You may confess and/or romance multiple people. It does not negatively impact your relationships. However, you can only marry one person. If you're a degenerate like myself just mod the game (PC) to allow multiple marriages (Nexus Mods - Harem Mod[www.nexusmods.com]). There's a file you can change to decide who you sleep with every night, or you can leave it on "random".
  • On top of being able to Confess and/or romance multiple individuals' Confession gets hard per individual, to whom you have successfully confessed. The same should apply to marriage if you used the mod above.
  • Some events take place from 5 PM to Midnight. If you know where the objective is and you just need to wait then go to the general area and AFK for a bit.
  • (Unconfirmed) I believe the max hearts you can get on someone is 999. I have not confirmed this since I haven't hit 99 on anyone yet (I am close...)
  • ( u/bugmaniacbob ) You don't need to keep increasing heart levels to confess successfully, just give a disliked item to drop them down to the previous heart level then a love potion to put them back up. This allows for infinite attempts, even without reloading.
  • ( u/bugmaniacbob ) Can easily farm love potions for fast heart levels from fairies in Rigbarth Maze 9F.
All of the percentages for success based on heart level are unconfirmed. I really wish I knew that before I attempted this as I was being rejected during a Confession at Heart Level 10 when they said it was a "100% chance of success".

there is no need to complete events for others characters, only follow the story and events of the character you like, that's all

@kumisnami As far as I can tell with the mod for multiple marriages, in the posts tab it explains some reasons. It relies on BepinEX and Rf5Fix both have updates. One of the updates broke the mod functionality, and so using the latest versions of these don't work. The comments detail which version of BepinEX is needed.

@Kotih yeeaaahh the devs messed up romance in this game badly. So it's more complex than it should be.

so there is more after marriage to do before it lets me marry again? that might be where i was running into issues, i ran 2 characters to marryable, marrying either disabled the other with "arnt you married?" so i thought it was broken

@Kotih You need to have the proper version of bepinex installed (forgot which) since it's a requirement for Unity based games. On top of that you need to exhaust all romance stories for characters not confessed to yet. So up until the confession point. You also need to exhaust all marriage related stories on the ones you marry before you can move on to the next one.

After all of that (thanks devs that did a terrible job with the romance system) you can finally use the settings in the mod to adjust who you sleep with and so on.

People keep screaming the mod is outdated but it's not. It was made after Runefactory 5 was released and RF5 has received no updates since the release because the company went down. So it's virtually impossible for the mod to be outdated without an update from the main game.
