M-13's Action Figure Dropchance Tweaks! (Version: A)

I made this mod for 2 reasons:

1. The droprate for action figures is just insanely low.
Check the table below to see what i mean.

2. Other mods were not satisfactory enough.
Mods that i checked had 1 or more of the following issues:

1. They copy/pasted the game's code and modified it
   
2. They did not properly adjust the loot tables
   
3. They did not chance droprates for Hunting Weapons and/or Ancient Vaults

NOTE:
This mod is a .PATCH version and should be compatible with most other mods.
